Whole URL or query value?

Whole URL preserves /,?, &, = and # separators. A single component or query value encodes them. Form values encode spaces as + and interpret + as spaces when decoding.

Existing escapes and invalid input

Each click performs one conversion. Existing percent signs are encoded again and decoding is never repeated automatically.
