Why does it need camera permission?
The torch is part of the rear camera, so the browser has to open that camera stream before the light can be switched on. No photo or video is captured, recorded, or sent anywhere.
Why does nothing happen on my laptop?
The camera has to report a torch capability, which in practice only phones do. When it is missing the page says so and hands the camera straight back — the indicator light goes out on its own, and the same happens if the device refuses the request or you leave the page mid-way.
